History

Rome was neither built in a day, nor was it built haphazardly.

Throughout history civilized cultures have recognized that building codes are necessary to protect the public health, safety and welfare and guarantee consistent standards of quality. In ancient Babylon the Code of Hammurabi held contractors liable for their work, stating that if a contractor built a house which collapsed and killed the householder, the builder "shall be slain". We suspect that quality workmanship was the rule.

Late in the 1800s, because of the extensive loss of life and property from fire, building regulations were developed and implemented in the United States. By 1905 specifications for testing and materials became common, thus reducing the risk of injury or death in unsafe structures. Likewise, proper sanitation has greatly reduced or eliminated diseases which once were common.

As building permits, inspections and licenses are necessary for maintaining an acceptable level of quality assurance in our communities, each municipality or branch of government may develop, implement and enforce such regulations in accordance with the wishes of its citizens.

Permits
Required for projects which involve structural & mechanical, re-roofing, electrical, fire suppression, fire detection & fire alarm systems & industrialized units.

• Accessory structures such as, but not limited to, towers, storage buildings or storage tanks

Jurisdiction

• Washington County with the exception of:
  Lowell
  Lower Salem
  Macksburg
• Noble County with the exception of:
  Batesville
  Belle Valley
  Dexter City
  Summerfield
  Sarahsville

Turn-around Time

• 1-14 days for most permits
• 30 days maximum

Information Required

• Parcel number, which can be located on property tax receipt
• Name, address, phone, etc. of owner, applicant & responsible party such as contractor, architect, etc.
• 3 sets of construction documents which include an Ohio Registered Architect or Engineer's seal

Required Inspections
The responsibility to call for the following inspection will be that of the person or persons making the installations.

STRUCTURAL

1. Footings, prior to pour.
2. Structural framing, prior to cover-up.
3. Fire suppression systems and fire alarm systems, prior to completion.
4. Final inspection, prior to occupancy.

ELECTRICAL

1. Temporary and permanent services
2. Installation of electrical systems in-ground, slabs, walls and ceilings, prior to cover-up.
3. Final inspection, prior to occupancy.

FIRE SUPPRESSION SYSTEMS

1. Installation and flushing of underground supply mains.
2. When conducting the hydrostatic test.
3. Main drain and inspectors flow tests.
4. Final inspection.

SIGN INSTALLATIONS

1. Foundation, Prior to pour.
2. Electrical hook-up.
3. Final inspection.

RE-ROOFING ONLY

1. During application of sheathing or covering.
